Many gay rights advocates argued in the s that scientific research claiming that sexual orientation is immutable should contribute to gaining civil rights for gays, lesbians and bisexuals. This paper analyzes ten legislative debates that took place at the local, state and federal levels over whether to adopt antidiscrimination laws, before and after the research was published. We hypothesize that if the research has had the impacts hoped for by gay rights supporters, then debates over gay rights should reflect certain changes consistent with such impacts. Although discussion of the origins of sexual orientation among legislators rose in the aftermath of the studies, we fail to find that the science had a major impact on the debate strategies pursued by either pro- or antigay rights legislators. Whether sexual orientation is immutable or a choice has not been a central claim of the two sides in the debate. Gay rights opponents even appear somewhat more willing to assert that sexual orientation is a choice after the studies than before.

Although the term is new, discussions about sexuality in general, and same-sex attraction in particular, have occasioned philosophical discussion ranging from Plato's Symposium to contemporary queer theory. Since the history of cultural understandings of same-sex attraction is relevant to the philosophical issues raised by those understandings, it is necessary to review briefly some of the social history of homosexuality. Arising out of this history, at least in the West, is the idea of natural law and some interpretations of that law as forbidding homosexual sex. References to natural law still play an important role in contemporary debates about homosexuality in religion, politics, and even courtrooms.
I also want to thank College Hill United Methodist for graciously agreeing to host the event. I was born and raised here in Wichita, in a loving Christian home and in a church community that holds to the traditional interpretation of Scripture on this subject. The issue of homosexuality, of the ordination of gay clergy and of the blessing of same-sex unions, has caused tremendous divisions in the church in recent decades, and the church remains substantially divided over the issue today. On the one hand, the most common themes voiced by those who support changing traditional church teaching on homosexuality are those of acceptance, inclusion, and love, while on the other hand, those who oppose these changes express concerns about sexual purity, holiness, and most fundamentally, the place of Scripture in our communities. Are we continuing to uphold the Bible as authoritative, and are we taking biblical teachings seriously, even if they make us uncomfortable?
